Senpokaku provided good value. It is located about a mile from the Kintetsu train station in Toba and has a frequent shuttle service. It is very service oriented and offers traditional bath facilities.

The hotel had great facilities including a natural outdoor and indoor onsen with beautiful views of the bay. The room was very clean with ample space to move around, and I loved that I could order dinner in-room, which was a delicious traditional Japanese meal. The staff were very friendly and provided excellent service, and the shuttle bus from the nearest station was very convenient.
There was nothing I didn't like.

Location is rather good, as it looks over Toba city with a view of the sea and surrounding islands. The staff were super friendly and helpful. The public bath were not as well equipped as other Ryokans. The rooms were quite large, 10 tatami, with a view of the seas and Toba city. We did not partake of the meal plan, as we use it as a staging point for our exploits in the surrounding cities, Iseshi, Matsuzaka, Futami etc. Would stay there again should I return to Toba.

Looking for a Japanese-style experience? Book this hotel! Nestled high up on a hill/mountain, this hotel offers breathtaking views of the bay. Rooms are furnished in a traditional manner with comfortable tatami-matted floors, which are laid out each evening by friendly and attentive staff. The public onsen is relaxing, with both indoor and outdoor options. Breakfast is wonderful, full of local dishes to taste. And, the hotel provides a shuttle service to the entrance so that guests don't have to walk back up the steep hill/mountain after a day of exploring.
There were reports of unpleasant odor in the open air onsen.

I had such a wonderful stay at this hotel on the hill overlooking the bay. The location was perfect, surrounded by a beautiful forest of trees, and the view from my bedroom was absolutely breathtaking. I loved being able to soak in the onsen on the top floor, especially the outdoor bath with the pleasant garden. It was such a nice way to relax after a long day of exploring. The staff here were amazing - so helpful, open, and always with a smile. I especially appreciated the free shuttle service between the hotel and the train station, which made getting around so easy. The breakfast was also delicious, with a wide variety of dishes to choose from, and the lobster miso soup was a standout. I had a fantastic experience and would highly recommend this place.
